Inform KIT Owner about new API Hub

### Description

Is is planed to introduce a new API hub for the T-X project. As soon as the API Hub is available, all KIT owners must be informed to replace the old API plug-in. In addition, I would recommend to store all open APIs in the following folder:

https://github.com/eclipse-tractusx/eclipse-tractusx.github.io/tree/main/openApi

### Acceptance Criteria

- [ ] Old API Plugin is removed
- [ ] Relevant open API files are available
