### Description
At the moment confidence levels of legal entities, sites and addresses boil down to the confidence of addresses. Legal entity's confidence is determined by the legal address, for the site matches the site main address.
We should simplify confidence criteria and only keep track of the address level confidence which then also determines the site and legal entity.
