Automated first PR greeting

I did a PR to another Eclipse project at https://github.com/eclipse-dataspaceconnector/DataSpaceConnector/pull/1763 . As usual, there are the Eclipse requirements. They have put a small GH Actions bot to send a first comment to the people who create their first PR with some guidelines. I think this would be a nice thing for us since it is not always the case that first time contributors read the CONTRIBUTING.md. If it is ok, I can copy paste https://github.com/eclipse-dataspaceconnector/DataSpaceConnector/blob/main/.github/workflows/first-interaction.yml with some small changes to adapt to node-wot
