Describe current node-wot versioning

My understanding is that we are not following semver right now. So we can keep the current rationale that we "manually" decide to switch from 0.x.0 to 0.y.0 . IMHO the right way of fixing this is to set a plan for 1.0.0 and declare that we are in a "beta" stage were we don't follow semver in the README
