Description

As was already briefly discussed in the Telegram group, I am currently creating a WoT implementation for Dart which is based on `node-wot`. As a first basic version should be ready to be published soon, I am currently (still) a bit struggling with the question of attribution and licensing as I would consider my implementation a derived work of `node-wot` (which is the reference implementation after all). I created a [`NOTICE` file](https://gist.github.com/JKRhb/fe1de6d2b018d12bc4ed1cf994e7c710) which I planned to include in my project but I am still not entirely sure if this is the right format to use (I wanted to attribute `node-wot` under the W3C Software and Document Notice and License).

As other people will probably face similar questions when bringing the Web of Things to different ecosystems and languages, I think it would be great to add an official guideline on how to properly handle the licensing situation to the Wiki or README file for both the Eclipse Public License and the W3C Software and Document Notice and License.
