Templates yaml should not hardcode information about owner references

E.g. when the api version changes users with custom templates would have to adjust their templates as well.
This is unnecessary work since we know the api version in code.
Moreover we should check whether this should be part of the templates at all.

The payload names no files or tests. Start by locating the YAML template definitions and the code that supplies the API version, then trace how owner references are rendered for custom templates. Done means templates no longer duplicate version-specific information and the relevant existing checks still pass.
