Prepare the design decision page to use mw::come

Need to prepare the Design decision page to make the decision if we want to use mw::com or not. That page shall contain in comparison to current shmem implementaiton.

1. pros and cons to use or not use mw::come
2. usage pattern
3. performance consequences
4. resources consequences
5. implementation efforts

the page shall be put to the following subfolder:

`score/time_daemon/docs/design_decision/ `

If the decision would be to contintinue wit hthe mw::com, the followup action items shall be defined, including tickets.
