mw::com as IPC between TimeDaemon and Client Apps

### What

Need to investigate nad implement, if agreed, the possibility to use mw::com as IPC between TimeDaemon and ClientApps.

### Motivation

mw::com has out from the box several prons:
1. ASIL-B qualificaiton
2. HYP architecture support
3. QNX8 support
4. external maintanability
5. mw::com is the default IPC mechanism in score

mw::com, of course, has some cons.

In the scope if this epic we need to investigate the possibility and the need to use it as IPC mechanism in score/time component
