Adjust the "valid_from" field on stakeholder/feature requirements

According to the process, we need to configre all stakeholder and feature reqs with "valid_from" version to show, starting with which version the requirements shall be inside the time feature (means, implemented)

Some versions are already stated there as bulk change.
