Improvement Quality Management Plan

Finding from https://github.com/eclipse-score/score/pull/3044 to be considered in quality management plan

"Verification process is responsible for the verification report, not tool management, or process quality, so in my opinion you should add Verification, not sure at all for Tool Management?" shall be considered and after that the quality report shall be updated to a new quality management plan if needed.
