Verify docs-as-code is ready to use

* Verify all tool requirements match latest process release
* Verify all tool requirements are implemented
* Verify HowTo documentation exists

Out of Scope:
* Some automations (to be refined), will be addressed later in #1586

Hints for documentation:
- how to write requirements and architecture
- how to link elements between each other
- how to reference source code in case needed
- how to reference detailed design in case needed

Hint: what about the rst tests? They contain a full traceability example, but are not visible on the website.
