[Contribution Request] Time

This is the call for contribution for the feature [Time](https://eclipse-score.github.io/score/main/features/time/index.html).

If you plan to contribute an implementation please create a subticket to this epic.

**Acceptance criteria:**
- [x] All contributions are announced 1 week prior to the workshop
- [x] Contribution is made available as a PR to the [incubation repo](https://github.com/eclipse-score/inc_time), including a summary of the contribution with the following information:
- High-level architecture of the implementation
- Relation to the goals defined in the feature request
- [x] Per contribution a 30 min pitch is held during the workshop
- [ ] Consensus on contribution is reached within 4 weeks (fallback voting by TLs afterwards)
