Improvement: Add check to Requirements Inspection

### What

To support the removal of the "reqcovered" attribute from the requirement process, the inspection checklist needs a new checkpoint.
As there are several inspections already performed or draft documents created from templates, these need to be updated / re-performed with the new checkpoint.

### Acceptance Criteria (DoD)

score and module repositories containing functional requirements inspection checklists need to contain new checkpoint (filled out if the checklist was already in valid state).
