Improvement: autosd_dep bazel rule

Create a new rule to download and extract RPMs from AutoSD's repository to the Bazel build sysroot (This is already being done by the toolchain under the hood).

The rule should also have some preflight checks, such as if the environment has rpmbuild available, either in the sysroot or globally.
