[comp datarouter] Component FMEA creation

## What

Create the Component FMEA (`wp__sw_component_fmea`) for the component datarouter. The FMEA verifies the component architecture as part of the SW Safety Concept, linking detections, preventions, and mitigations to Component Requirements or Assumptions of Use.
