Get rid of no longer needed feature and component level requirements for lifecycle

### What

During the last weeks Eclipse S-CORE Lifecycle Feature Team we discussed our current feature resp. component level requirements.
It became clear that there is an overlap with other requirements.

**Affected requirements:**
**Feature level:**
1. ~~feat_req__lifecycle__custom_cond_support~~

**Component level:**
1. comp_req__launch_man__debug_support: Is covered already by comp_req__launch_man__process_launch_args. For this use case a specific set of command line parameters are given.
2. comp_req__launch_man__support_held_state: Is also covered by comp_req__launch_man__process_launch_args. For this use case gdbserver is used as process, and the to be debugged application is given as command line parameter.

Mentioned requirements are deleted and no longer referenced in the lifecycle repository
