Enforce QNX build checks before PR is merged

### What

Currently the QNX checks have to be manually triggered by committer and once its successful in next step PR shall be merged. this two step approach has a risk of merging the PR without running the step 1. this is what happened recently in https://github.com/eclipse-score/inc_security_crypto/pull/49.

Idea is to update the workflow so that the QNX build is automatically checked before merging (basically instead of two steps, one step what committer shall do). The improvements for this approach is planned centrally in https://github.com/eclipse-score/cicd-workflows/issues/220. once these changes are available, security_crypto shall be updated to enforce these checks. this task is to plan this activity.
