Improvement: Introduce Aspect Build Marvin Bot

### What

We are using rules_lint from Aspect Build to do linting on our codebase.

Aspect provides a GitHub bot that can convert linter findings into comments in PRs.

Instead of baking our own workflows that do this better or worse, we should try out the bot first.

### How

Define necessary steps that we can use the bot.
Try the bot out in a fork of this repository to gain some experience.
Decide whether using the bot is a good idea.
If yes, provide a PR that adjusts this repository for usage of the bot.

### Estimates for realization

Around 2-3 days of work at most.
No actual risk involved.
This would greatly help with the developer experience.
