identify and remove obsolete workflows

this repo has multiple workflows that are no longer needed.
verify the functionality is covered by newer workflows like on-pr or daily and remove:
* bzlmod-lock-check
* copyright
* docs-cleanup
* docs-verify
* format
* score-pr-checks
* template-sync (not needed anymore)

note: if the functionality is covered users are expected to migrate to one of the newer workflows. Lets generate an overview which old workflow is covered by which new workflow.
