Description
Inlay-Hint has a tooltip property which is meant to be used for hover.
Inlay-Hint is a CodeMining in Eclipse terms and hence it comes dow to support hover for CodeMinings.
Looks like org.eclipse.jface.text.source.inlined.AbstractInlinedAnnotation would need a CodeMining friendly implementation for onMouseHover(...) and onMouseOut(...)

Research direction
Start by inspecting org.eclipse.jface.text.source.inlined.AbstractInlinedAnnotation and the existing Inlay-Hint or CodeMining integration. Trace how the tooltip property is exposed and how onMouseHover(...) and onMouseOut(...) are handled. Done means CodeMining-backed inlay hints can show and dismiss their hover tooltip.
