Description
For some time now I've been having problems with the the 'Open Call Hierarchy' feature.
The Call Hierarchy is not able to consistently show a hierarchy tree.

I've just upgraded to 4.25 with the same issue.
Version: 2022-09 (4.25.0)
Build id: 20220908-1902
I'm running Java 17 on Ubuntu 22.04
I've tried:
Performing an upgrade to 4.25.0 as well as a clean install of 4.25.0
Create a new workspace
Check 'Search In'

Checked that I have no filters set for the Call Hierarchy

Confirmed the scope is set to workspace
In some cases I will see a single parent in the hierarchy tree.

Occasionally I get a full hierarchy.
There are no errors in the error log when I try to get the hierarchy.
