Description
This might well be a bug on documentation or tooling, but RM seems the best
place to start. I tried implementing Nick's use case 1.7.4 which calls for "at
most once" message delivery semantics. Does our RM implementation support that?
If it is doing that by default, we should document it in the tutorial. If it
requires setting policy assertion, the NetBeans plugin would need to be made
aware of it.
