Feature request: Brotli Compression.

Please add a built-in Brotli content encoder like the ones for gzip and deflate.

The issue names no files or tests. Start by locating Jersey's existing built-in gzip and deflate content encoders and their tests, then trace how content encoders are registered. Done means a built-in Brotli encoder is available through the same mechanism and has equivalent test coverage.
