Switch to Eclipse IDE

Switch from VS Code to Eclipse IDE across the project. This includes the README, website, and documentation. The equivalent of what is here is required, including the Payara IDE plugin functioning correctly: https://jakarta.ee/learn/docs/cargotracker-documentation/current/vscode/main/main.html.

Everything must work seamlessly without workarounds, glitches, or bugs just as it does with VS Code. This is a substantial amount of work and no partial work is acceptable in order to maintain project consistency and stability.

Please evaluate time commitments carefully before attempting this work. The ideal person for this work is someone already familiar with Jakarta EE, Payara, Maven, VS Code, and Eclipse IDE.
