Create end user documentation similar to Memory Inspector

For the [Memory Inspector extension](https://github.com/eclipse-cdt-cloud/vscode-memory-inspector) we added end user documentation in its README.md. We should do similar for the Peripheral Inspector. Currently, the README contents is rather sparse and doesn't seem to have been updated since this extension was started in this repository.
