Description
currently c++ server process hangs on BuildAndStart. This seems to be related to certain grpc
versions (should be fixed on 1.27.0 and later):
https://github.com/grpc/grpc/issues/21280
1.20 is what most Dockerfiles in the eWatercycle use - still checking whether this is affected
