Add issue templates

The eWaterCycle package brings together many components of the eWaterCycle system, and therefore is a natural place to collect issues, also if they overarch the strict scope of the package.

One thing people might want to open issues about, is adding models to eWaterCycle. Since this involves several steps, it might be nice to have an issue template dedicated to adding a new model.
