Download climate data instructions incomplete

I tried to run commands at https://ewatercycle.readthedocs.io/en/latest/system_setup.html#era5

The era5cli commands worked, but had to be repeated couple of times due to connections errors.

The `cmorizers/recipe_era5.yml` could not find files downloaded by era5cli even after moving them to 1hr/tas/ sub dirs.
