Docker-grpc-bmi not working

The problem is that the python code initializes from a file name instead of the full path to the ini-file.

I have got a fix, but you need to give me permission to push to the repo.

I also suggest to move the precipitation file to an input directory, which corresponds somewhat more to what grpc4bmi expects.
