Epic: Prepare Outdoor Water/Irrigation Plan (2025)

Related to #192 we need to clearly define the water points in the garden
so that all tubes & taps can be installed at the same time as the Electrical points.
We need to get this done so that we can plant the vines
which will _cover_ all the electrical conduit and water pipes
that will be exposed for easier maintenance.

# Context

Our plan has always been to have several water taps throughout the garden
**so _that_** we can have automated irrigation for _most_ of the plants
and easy access to hoses/taps for any additional water needs.

We have both "company" water (supplied by `Agere`; the water utility)
this is good for drinking, cooking, etc.
and Well water that is filtered rain water for watering the garden/plants,
washing with the pressure washer, etc.

+ [ ] Using the `Electrical Layout` prepared for #192 as the basis,
create the Outdoor Water Plant with all the tubes & taps needed.
