What are the `Active` `items` in footer?

Description
What behaviour do we _expect_ the **`Active`** filter in the footer of the **`MVP`** to have?
At present I have 20+ `items` that are _not_ **`done`**:
The applied filter is **`Active`**:
What is an "active" `item`?
And is this the most intuitive filter to be applied for displaying all the "**_not_ yet `done`**" **`items`**?
