Proposed Label: user-validation-required

To encourage a _validated_ user-requirement-driven ("_Lean Startup_") approach I propose that we have a _specific_ label for when a Product Owner (_or other project team member_) thinks of a requirement/idea and we think it should be _validated_ by the "end user" _before_ any "building" takes place.

The _exact_ copy for the label is _open_ to suggestions, at this point we are merely discussing the _idea_ of having this as a label...
