Proposed: Rename `needs-ui` to `needs-design`

Description
In light of [notes-on-naming](https://github.com/dwyl/book/blob/7f412f39806d9a62a60d4d7374dc38c0fbbced37/src/auth/07-notes-on-naming.md) I propose we change the **`needs-ui`** (i.e. "needs `user` interface"...) to **`needs-design`**.
The advantage of `design` is that it is more widely applicable to our non-software issues too. 💭
