Default Labels for New Repositories?

This appears to be a feature:

But I can't see how to set `default` repo labels via the API:

Is this worth exploring to reduce a step when creating a new repo?
Or is our 2-step https://labels.fly.dev process OK? (considering how often we create new labels?)
