Accessibility | Meeting WCAG 2.0 and section 508

The basic criteria for accessible websites are:
- Meeting [Web Content Accessibility Guidelines](http://www.w3.org/WAI/WCAG20/quickref/) (WCAG 2.0)
- Meeting [section 508](http://searchcio.techtarget.com/definition/Section-508) [standards](http://webaim.org/standards/508/checklist)

I'd like to make sure _time_ is [**accessible to all people**](https://github.com/dwyl/start-here/blob/master/manifesto.md) from the beginning, it's the _right thing to do_.
