Parent: #45. Detect Claude Code (`.claude/`), Cursor (`.cursorrules`), Copilot, etc. For each detected IDE, install the relevant skills/slash-commands so the team can drive openspec-flow from their tooling. Mirrors OpenSpec CLI's tool-selection step.
