Add option to auto-discover the closest region during config create

Manual region (SAPI endpoint) selection is already possible during `dwave setup --full` or `dwave config create --full`, when user can choose between available regions. The selection is stored in the config file.

For some users it might be convenient to have an option of pinging all available SAPI endpoints and suggesting the closest/fastest one.
