Menu Bar 1.8 (App Store) keeps hiding OpenVPN Connect icon

### Describe the bug

Menu Bar 1.8 (App Store) keeps hiding OpenVPN Connect icon. But I've never added it to always hidden section. Also on each reboot I have to manually move OpenVPN Connect icon from always hidden to a regular place outside of Menu Bar

### Steps to reproduce

1. Add OpenConnect VPN to auto login items
2. Reboot Mac
3. OpenVPN Connect icon is placed in always hidden section in Menu Bar
4. Rearrange OpenVPN Connect icon to a place outside Menu Bar
5. Reboot
6. OpenVPN Connect icon will be placed inside Menu Bar Always hidden section.

### Expected behaviour

Menu Hide should respect settings and not auto-hide icons, which were not placed inside Menu Bar.

Reproduce the issue on macOS 13.6 by adding OpenVPN Connect to auto-login items, arranging its icon outside Menu Bar, and rebooting. Inspect the startup and menu bar icon-placement behavior; the work is done when the icon remains outside the always-hidden section after reboot without manual rearrangement.
