Explorer, add filter or favorite options in provisioners section.

Summary

make it for node runners easier to find and check on their own nodes via explorer. Also could prevent more calls on APis if all node runners start to implement custom solutions. Also could reduce load on explorer if only favorites need to be loaded instead of all records.

Possible solution design or implementation

either add options to set a filter for one or more provisioners keys (first 16 characters) or add a “star” at each provisioner entry to select and unselect and then either show all selected on top of have an option to only display favorites.
