[S3] Add programs to readme and folders

Please add programs and their folders
It should look like [this](https://github.com/dscmbcet/hacktoberfest-2021/tree/main/DS%20and%20Algorithms/S1)
If you are unable to commit empty folders just add `.gitkeep` to the folders

**No need to create any issues as done in [S1 readme](https://github.com/dscmbcet/hacktoberfest-2021/blob/main/DS%20and%20Algorithms/S1/README.md)**
