SqlRole: Should Be Cluster Aware

When the xSQLServerRole resource is applied to all of the nodes in a Failover Cluster Instance (FCI), all of the nodes will connect to the instance and ensure the desired state is true even if the node is not currently hosting the instance.

Start with the xSQLServerRole resource and the Failover Cluster Instance configuration described in the issue. Reproduce the configuration across multiple nodes, then verify that role management targets the node currently hosting the SQL instance and that the desired state remains correct across failover.
