Description

Details of the scenario you tried and the problem that is occurring:
I think we should add the common test helpers here to this repository. And also change all unit tests that throws localized error messages should be changed to use these helper functions. That would be all the resource that has been localized according to the new HWRM standard.

Also add a description of these helper functions to the specific contribution gudielines in this repository.
