Description
Details of the scenario you tried and the problem that is occurring:
Currently the parent feature parameter 'Tools' cannot be used to install all the (child) feature parameters BC, BOL, CONN, DREPLAY_CTLR, DREPLAY_CLT, SNAC_SDK, SDK, LocalDB.
Either we support this or throw an error that parent feature parameter 'Tools' cannot be used, and ask the user to use the (child) feature parameters instead.

Research direction
Start by tracing how the SqlSetup resource handles the parent feature parameter Tools, using the linked SQL Server command-line Feature documentation as the expected behavior reference. Determine whether Tools should install BC, BOL, CONN, DREPLAY_CTLR, DREPLAY_CLT, SNAC_SDK, SDK, and LocalDB, or produce an explicit error directing users to those child parameters; done means one of those behaviors is implemented and verified.
