Description

This is not something that happens to me locally but on Azure DevOps the tests are taking 20+ seconds each to run.

Research direction

Start with the SqlSetup\Set-TargetResource unit tests and run them in the Azure DevOps environment where each test takes 20+ seconds. Compare their execution with a local run, identify the source of the delay, and confirm that the tests complete substantially faster without losing coverage.
