Research direction

Start by reviewing the SqlAgentOperator DSC resource and its available configuration surface for operator schedules. Reproduce the scenario with SQL Server 2016, Windows Server 2016, PowerShell 5.1, and module version 12; done means a schedule can be configured and applied successfully.
