We recently introduced a bug in the HQRM tests due to that the tests are not run on an actual repo that is dependent on HQRM tests. We should make an integration tests so this repo can verify the HQRM tests.

Research direction
No files, tests, or entry points are named. Start by locating the existing HQRM tests and how this repository tests dependent projects, then define an integration test that runs against an actual repository depending on HQRM tests. Done means the integration test detects when those HQRM tests are not actually executed.
