Research direction

No files, tests, or entry points are identified in the issue. Start by locating the walt client command registration and searching for LLDP and PoE handling. Done means a device that is not a walt node but is reachable through PoE can be selected and hard-rebooted through the proposed command, with tests covering the behavior.
