Steam no longer has a 6.css file in /steamui/css/

Description
I get the following error when running `install.bat`:
`The original 6.css file is missing
Please remove all files in /steamui/css/ and start Steam without flags to regain missing files`
However, when following these instructions, Steam does not generate the file `6.css`.
