Add sections to the spec pertaining specifically to tree-sitter and LSP language tokens

Description
When the spec was first written, it was almost exclusively done for editors using the textmate parser. Now that these newer, faster, seemingly better parsers exist, I think it would be wise to give guidance for these as well.
