Official Icon Theme

@EliverLara In the past, we've recommended both your theme (which is listed in the official documentation) and https://github.com/m4thewz/dracula-icons; however both themes seem unmaintained at the moment. Furthermore, I discovered that https://github.com/m4thewz/dracula-icons, is in reality https://github.com/vinceliuice/Tela-circle-icon-theme, with some minor modifications.

Seeing how https://github.com/m4thewz/dracula-icons hasn't seen a new commit in almost a year, is fairly incomplete, and has only simple design changes. I decided to approach @vinceliuice to make an official Dracula icon theme that will be actively maintained and kept up to date.

That work has now been completed and merged. https://github.com/vinceliuice/Tela-circle-icon-theme/pull/85

Therefore, considering @vinceliuice (and his communities) have a good number of very amazing icon themes that all seem to be actively maintained and updated (and my commitment as well); I would like to propose moving our official icon theme recommendation to use https://github.com/vinceliuice/Tela-circle-icon-theme.

Start by locating the current icon-theme recommendation in the official documentation and inspect the referenced README.md for the replacement theme. Update the recommendation to Tela-circle-icon-theme and verify that the documentation link and installation guidance are current.
